Alrighty, well i have some ideas and I want to just introduce them to you.
If you would like to have anti-Xray: dev.bukkit.org/server-mods/xray-informer/
1. It has a set farm rate of diamonds that is actually very lenient and a normal player wouldn't find it that easy which is 1/25
1 diamond for 25 cobblestone mined, so its a garuntee the player is using it if you get a notice.

2. You wont even notice its there because its runs just a smooth as any other plugin!
His anti-xtray is used quite often and does not have all of the glitches that the following has:
NEVER GET THIS ONE: dev.bukkit.org/server-mods/orebfuscator/
1. it's very CPU intensive
2. Glitches for players who dont even use Xray! Which can be very frustrating
3. Causes many lags and backtracks
4. You dont get the fun of surprising your xray user
Now, i have some more plugin stuff but forgot so i might add later but now to the ingame suggestions.
1. I would like to bring to your attention the economy, since mc jobs has been added it is easier to obtain money making the economy unbalanced. So i suggest for the things such as factions and shops to be raised.
2. The old spawn will turn into a /warp hub
3. Portal added in apocalypse or a warp so people can exit the world.
4. A pvp arena
5. Plots in the sky for a town that people can buy, like a 16 x 16. This can be simplified using a land claim plugin. (Role Playing World)
6. Dispay cases that shop owners can buy from adminco or granted by staff?
